In 2008, the ACCESS Health International did a broad screening of innovative health care delivery models in India on behalf of the Rockefeller Foundation.
The Role of the Private Sector in Health Systems Initiative was initiated by the Rockefeller Foundation in partnership with
Results for Development and the Thai Ministry of Public Health’s International Health Policy Program, for which the ACCESS Health International served as a technical partner. ACCESS Health was assigned the focus of models providing high-quality, low-cost health care to low-income population and included for-profit and non-profit providers as well as public private partnerships.
The objectives of the project was to investigate the role of the private sector in health
systems, as well as how to incorporate the public and the private sector to increase the access
of high-quality, affordable health care. The overall project had a global approach and the
focus areas ranged from innovative private sector health care delivery models and health
financing schemes, to a survey of attitudes toward the private health sector and countries
regulatory models as well as evidence on where people receive their health care.
One of the findings was that there are many interesting models with a great
potential to scale or to be customized and implemented in other regions. In addition, it was realized
that there are many more models evolving and there is a lack of information about what works and what not.
The research has resulted in two synthesis reports by the Results for Development Institute as
well as 14 technical partner reports. More information about the project and the reports can be

“The report describes 33 innovative pro-poor health care financing and delivery programs
in South Asia and Sub-Saharan Africa that are led by or engage the private heath sector.
The programs were selected based on their relevance to broader health systems and potential
to achieve positive impact for poor people. While these programs range from donor-driven
initiatives to large-scale government-subsidized efforts to for-profit businesses, they
all involve the private health sector. These programs complement key elements of
countries’ health care financing and delivery platforms, and national governments,
donors, and development agencies may consider these or similar programs as stepping
stones toward longer term health system reform.”
