the South Asia region. The region has complex and largely unregulated health markets.
Quality is uneven and there is often lack of financial protection for the poor.
The poor often have to finance health care expenditures with loans.
Loans that push families into a poverty trap.
Intriguing innovations for health care delivery and financing have in recent years evolved.
Organizations are scaling delivery models for quality care at low costs.
Governments are exploring health financing mechanisms to improve the access
to care for the poor. The Centre for Health Market Innovations has been established
to address the inadequate information about these innovative delivery and financing mechanisms.
The ACCESS Health International will systematically analyze and document evolving solutions
in the South Asia region. We encourage you to share your own ideas and experiences.

Identification of innovation in health care delivery models |

The ACCESS Health International did, in 2008, a broad screening of innovative
health care delivery models in India on behalf of the Rockefeller Foundation.
The focus was models providing high-quality, low-cost health care to low-income
population and included for-profit and non-profit providers as well as public private
partnerships. One of the findings was that there are many interesting models with a great
potential to scale or to be customized and implemented in other regions. In addition, it
was realized that there are many more models evolving and there is a lack of information
about what works and what not.

The ACCESS Health International has continued to screen for models
with the objective to have the result in a number of short-listed models that are to be
analyzed in more detail. The aims of the project are:

Identifies and documents models and policies for high quality, affordable health care.

Transfers knowledge of best practices of high quality, affordable health care systems, to governments and health care providers in low, middle and high income countries.

Facilitates implementation of best practices in health care systems and the creation of new health care solutions.

| Framework for analysis |

The deeper analysis of the business models will serve the purpose of assessing scalability and
sustainability of the services. The idea of creating a Framework for the analysis of health care
models is to share the same with international partners for documentation of business model. The use
of a common framework will make it easier to compare models. Specific components/innovations should be
highlighted with a purpose of potential cross-learning. Examples of components can include task
shifting at remained quality of care to minimize the dependency on doctors, methods for patient
feedback, outreach programs or innovative funding structures.

Business models in health care is particularly challenging given the importance of quality of
care which is difficult to measure but can be assessed based on the monitoring mechanisms, if key
performance indicators are collected and communicated, and if practice guidelines are implemented.
The Framework is currently under development but will be shared upon completion.

The documentation and narrative case study of the health sector reforms is a report that
looks closer at the recent innovative approaches that have been taken to improve the access
to health care in the State. The report presents a couple of case studies, including health
insurance and contracting arrangements for health services, as well as highlights the underlying motives,
challenges and opportunities brought about by the reforms and change of mindset in the health sector.
